The timeline, stage by stage

An expedited unprepared application is an unprepared application reviewed sooner.
The expedite makes sense when the application is genuinely ready and the calendar cost of waiting (a launch date, an ads-dependent campaign, a payment-processor requirement) exceeds $2,500. It makes no sense as a substitute for preparation.

LegitScript is the first gate, not the last: Google's healthcare certification (free) runs its own review after LegitScript, and Meta requires a written authorization request after certification too. End to end, two to four months from a prepared start is the realistic advertising-readiness plan, which is why the certification chain belongs at the top of a launch sequence rather than the end.
